近几年来，随着我国国民经济持续快速增长、居民水平不断提升和消费者饮酒习惯逐渐改变，我国酿酒工业呈现了快速发展趋势，特别是葡萄酒消费逐年增长，已成为我国工业经济中增长较快且较具活力的产业之一。In recent years, with the continuous rapid development of China’s national economy and improvement of residential living standard as well as the gradual conversion of consumers’ wine drinking habit, liquor-making industry in China presents a trend of rapid development. Especially the wine industry, increasing year by year, has already become one of the dynamic and highly increased industries in China.

从国家政策上讲，近几年国家针对葡萄酒行业的发展不断出台相关的规范和支持政策。2012年工信部、农业部联合制定了《葡萄酒行业“十二五”发展规划》，以促进葡萄酒行业结构调整和转型升级，保障质量安全，实现持续健康发展。In terms of national policies, the state has introduced relevant specifications and supportive policies for the wine industry in current years. In 2012 MIIT and Ministry of Agriculture drafted “the Twelfth Five-year Development Plan for Wine Industry” jointly to re-structure, transform and upgrade the wine industry, to safeguard the quality security and realize sustainable development.

《规划》提高了葡萄酒行业的准入条件，并对葡萄酒行业的质量标准，文化建设，商业模式，政策支持等进行了更加严格的规定。The Plan upgraded the requirements of industry access and made more rigid provisions on quality criteria, culture construction, structure of business and policy support in wine industry.

具体包括，针对各地区资源条件和企业特点，制定本地区葡萄酒品牌建设规划，细化工作重点和实施步骤；明确地区葡萄酒品牌定位，加快优势品牌的建立与推广，增强其市场影响力和核心竞争力。Based on the resource conditions and enterprise characteristics, the Plan establishes the project of brand building in local wine industry and specifies the priority of work and implementation steps. It also helps to set the brand position of wine and expedite brand establishment and promotion to enhance market influence and core competence.

同时主管部门将支持优势企业兼并重组。支持有能力的企业通过联合、兼并、收购等方式实施行业整合，将以产品质量和特色为核心的品牌文化贯彻到产业链的各环节，建立集酿酒葡萄种植和葡萄酒生产、物流、销售一体化的产业结构模式。Meanwhile competent authorities will support the competitive companies to merge and restructure. They will be in favor of capable companies making industrial consolidation in the ways of combination, mergence and acquisition to realize that the brand culture, product quality and characteristics as its kernel, can be implemented into each link of the industrial chain and at last to establish the industrial structure pattern with the integration wine grape plantation, wine making, logistics and sales

2013年中央出台的有关农业的一号文件，进一步明确了对高效现代农业的规模化、集约化、生态化的支持和优惠补贴，而薇诺娜庄园建立有机生态葡萄园的规划与国家的农业政策的支持方向保持了高度的一致。The No. one document issued by central government in 2013 has given further definition of efficient modern agricultural scale, intensive and ecological support and preferential subsidies.
