评标标准和方法：综合评估法Bid Evaluation Criteria and Method: Comprehensive bid evaluatio

评委根据投报货物的性能、质量、价格、付款方式、交货期、企业同类项目业绩、售后服务、资信情况等进行综合评述，能够最大限度地满足招标文件要求的投标为最佳标，由全体评委对所有投标人进行推荐，根据各投标人情况，推荐综合实力最强的投标人为中标候选人。

The bid evaluation committee will make a comprehensive evaluation in terms of the performance, quality, price, payment mode, delivery period, performance of the bidder in similar projects, after-sales services, credit, etc. The bid which best meets the requirements of the tender document will be deemed the best. All members of the committee will make a recommendation about the winning bidder and the bidder who has the most powerful comprehensive strength will be the candidate of winning bidder.

六、 授予合同：

VI. Award of Contract

1.授标时更改采购设备数量的权利：

1. The right to modify the quantity of equipment to be purchased in awarding the contract:

招标人在授予合同时有权对设备数量和服务予以增加或减少。

The tenderee may, in awarding the contract, increase or decrease the quantity of equipment and services.

2.中标通知书：

2. Notification of Award

2.1 中标人确定后，招标机构将向中标人发出中标通知书。中标通知书是合同的一个组成部分。

2.1 When the winning bidder has been selected, the Tender Agent will issue a notice of award to the winning bidder. The notification of award shall constitute a part of the contract.

2.2 当中标人确定后，招标机构将通知所有未中标的投标人，并在中标结果确定后退还其投标保证金。

2.2 All other bidders will be notified of the winning bidder selected and the bid bond will be returned to them after determination of bid winning results.

3.签订合同：

3. Execution of Contract

3.1 中标人应按中标通知书规定的时间、地点与招标人签订合同，否则按开标后撤回投标处理。

3.1 The winning bidder shall sign the contract at the time and place specified in the notification of award. Failing that, the winning bidder will be deemed as if it has cancelled the bid after bid opening.

3.2 招标文件、中标人的投标文件及评标过程中有关澄清文件均应作为合同附件。
