一、主要招标内容及技术要求：

二、投标人须提供的技术资料

II. Technical Materials Required

1、投标人根据需方技术要求所推荐的设备的设计原理、技术参数、选择依据及确定原则等，以及类似用户的使用业绩；

1. The bidder shall recommend the design principle, technical parameters, selection basis and determination principles of the equipment according to the technical requirements of the Tenderee and shall state the use performance of similar users;

2、在执行合同过程中如果招标人发现所供设备的任何漏项和缺项，既使未在供货范围中列出但依据合理判断确实是投标人供货范围内应该包括的内容，投标人应按照招标人的要求在规定的时间内将短缺的或遗漏的设备、装置、技术资料、专用工具、备品备件等无偿交付招标人；

2. If any missing or loss in the equipment supplied is discovered by the Tenderee in the performance of the contract, and based on reasonable judgment, it shall have been included in the supply scope even if it is not listed in the supply scope, the bidder shall deliver same (i.e. the equipment, device, technical materials, special tools and or spare parts) to the tenderee free of charge within the time required by the tenderee; 

3、投标人提供相关的技术资料、产品操作使用说明书等；

3. The bidder shall provide the relevant technical materials, product use manual, etc.;

4、凡每台需有一套标准配置的附件或专用工具才能保证设备正常运行的，应包括在该设备中。

4. If a piece of the equipment needs to be provided with a complete set of standard accessories or special tools in order to run properly, these accessories or special tools shall be accompanied.

三、售后服务

II. After-Sales Services

1、投标人应为用户提供及时、迅速、优质的服务；

1. The bidder shall provide timely and quality after-sales services for the user;

2、迅速快捷的提供设备的备品备件；

2. The bidder shall provide the necessary spare parts for the equipment in a timely manner;

3、在设备保修期内如设备损坏时，投标人应迅速派员及时解决，同时投标人承担设备配件及人员的所有费用，由于投标人原因时拖延而造成招标人生产损失由投标人赔偿；

3. If the equipment is damaged during the warranty period, the bidder shall promptly dispatch personnel to the site in order to solve the problem and all costs incurred for the accessories and the personnel shall be assumed by the bidder. Any loss suffered by the tenderee due to delay of the bidder shall be compensated by the bidder;

4、设备交货后投标人必须根据招标人要求安排技术人员或维修人员到现场指导安装调试；

4. After delivery of the equipment, the bidder shall, on request of the tenderee, arrange technical or maintenance personnel to the site in order to give instructions on the installation and commissioning;

5、对以上技术服务应有明确的时间承诺，作为评标的依据之一。

5. The bidder shall clearly state the time regarding the services stated above, which will be deemed an important part to be considered in the bid evaluation.

四、检验和性能验收试验

IV. Inspection and Performance Acceptance Test

1、设备在指定现场进行外观验收，如长途运输，损坏外体及零部件，招标人拒收。

1. The equipment shall be subject to appearance inspection at the designated site. If the external case or any spare part of the equipment is damaged due to long distance transportation, the tenderee may decline to accept the equipment.

2.1本项要求用于合同执行期间对投标人所提供的设备进行检验和性能验收试验，确保投标人所提供的设备符合规定的要求。

2.1 This requirement is applicable to the inspection and performance acceptance test of the supplied equipment during the period of performance of the contract in order to ensure that the equipment supplied by the bidder complies with the requirements of the tenderee.

2.2 工厂检验

2.2 Factory inspection

①工厂检验是质量控制的一个重要组成部分。投标人须严格进行厂内各生产环节的检验和试验。投标人提供的合同设备须签发质量证明、检验记录和测试报告，并且作为交货时质量证明文件的组成部分。

(1) Factory inspection is an important part of quality control. The bidder shall conduct the inspection and test in the various production links in strict accordance with the relevant requirements. The equipment supplied shall be accompanied with the relevant quality certificate, inspection records and test report, which shall constitute an important part of quality certificate documents which shall be submitted upon delivery of the equipment.

②检验的范围包括设备生产所需原材料和元器件的进厂，零部件的加工、组装、试验至出厂试验。

(2) The inspection shall include incoming inspection of raw materials, components and parts which are necessary for the production of the equipment, the processing, assembly and test of parts and pre-delivery test.

③工厂检验的所有费用包括在合同总价之中。

(3) All costs for the factory inspection shall be included in the total contract price.

五、安装及培训

V. Installation and Training

1、投标人负责设备的指导安装和调试。

1. The bidder shall give instructions on the installation and commissioning of the equipment.

2、投标人应在设备安装调试前和安装调试中对用户进行技术免费培训（操作、维修等），并提供成套培训资料。

2. The bidder shall provide technical trainings (regarding the operations, maintenance, etc.) prior to and during the period of installation and commissioning of the equipment and shall provide a complete set of training materials.

3、培训应能使招标人技术人员掌握设备操作，保证设备正常运行并能较为熟练地排除设备一般故障。

3. The bidder shall ensure that after the training, the technical personnel of the tenderee have the ability to properly operate the equipment, ensure its normal operations and are fairly skillful in resolve ordinary failures of the equipment.

六、本次投标总报价应包括：外购、外协、配套件、原材料及生产制造、检验、利税、管理、运输、保险、指导安装调试等全部费用（报价中含17%增值税和运费（一票到厂价）。

VI. The total bidding price shall cover all costs of outsourcing, parts and components, raw materials, production, inspection, taxes, management, transportation, insurance and instructions on installation and commissioning (the price shall include VAT at 17% and freight charge (delivery to our plant)).

七、投标人必须投报的内容

VII. Contents Required

1、详细设备供货明细：包括设备名称、规格型号、材质、外购设备厂家、单价、合计、总价等。

1. Details of the equipment supplied: incl. the equipment name, specifications & model, material, manufacturer of outsourced equipment, unit price, sub-total and total price.

2、售后服务体系。必须对售后服务期限、免费服务期限、厂家免费维护保养周期、最快到达时间、服务范围等情况做详细说明。

2. After-sales service system. The bidder shall give detailed descriptions regarding the after-sales service period, free-of-charge service period, free-of-charge maintenance period, earliest arrival time, service scope, etc.

3、必须注明从合同生效之日起设备到货所需时间，即供货周期。

3. The bidder must indicate the period from the effective date of contract to the date of arrival of the equipment, i.e. the lead time.

八、资料提交的基本要求

VIII. Basic Requirements on Materials Required

1、投标人应提供满足合同设备监造检验见证所需的全部资料。

1. The bidder shall provide all materials necessary for the production supervision, inspection and witness of the equipment.

2、投标人须提供的其他技术资料包括以下但不限于：

2. Other technical materials which shall be provided by the bidder shall include but not be limited to:

①检验记录、试验报告及质量合格证等出厂报告。

(1) Inspection records, test report, quality compliance certificate, etc.

②投标人提供在设计、制造时所遵循的规范、标准和规定清单。

(2) The bidder shall provide a list of norms, standards and provisions followed in the design and production of the equipment.

③设备和备品管理资料文件，包括设备和备品发运和装箱的详细资料（各种清单），设备和备品存放与保管技术要求。

(3) Documents regarding the management of the equipment, components and parts, including detailed materials (all kinds of lists) regarding the delivery and packing of the equipment, components and parts, and technical requirements regarding the storage and custody of the equipment, components and parts.

④详细的产品质量文件，包括材质、材质检验，性能检验等的证明。

(4) Detailed product quality documents, including certificates on the materials used, material quality inspection, performance inspection, etc.

九、交货地点：招标人项目地点。

IX. Delivery Place: The project site of the Tenderee.
