投标报价：全套设备供应、指导安装调试直至验收合格交付使用的总价（报价中含17%增值税和运费（一票到厂价）。

Offer: Total price, incl. the provision of the complete equipment, and from instructions for installation and commissioning and acceptance and putting into service (incl. VAT at 17% and the freight charge (delivery to our plant).

相关费用：运输装卸费、指导安装费、调试费、保险费、专用工具费、备品备件费和伴随服务费包括在总价中。

Related Costs: shall be included in the total price, incl. transportation handling, instructions for installation, commissioning, insurance, special tools, spare parts and accompanying services.

资格标准：

Qualifications:

1、投标人近三年内承揽过类似项目，并有良好声誉。

1. The bidder shall have experience of similar project in the last three years and has a good reputation.

2、投标人有备件库和售后服务人员。

3、投标人必须提交以下资料：

①投标人概况；

(1) Basic information of the bidder;

②投标授权人身份证复印件；

(2) A copy of the personal identity card of the bid authorization person;

③投标人和制造商的营业执照复印件（当年年检合格并加盖单位公章）、税务登记证、组织机构代码证、产品制造许可证及其他相关资格证书等；

(3) A copy of the business license (shall be validated in annual inspection of the current year and affixed with the official seal), tax registration certificate, organization code certificate, product manufacturing permit and other related qualification certificates of the bidder and of manufacturer;

④企业法定代表人授权委托书，如为代理商还须提供制造商授权书；

(4) Letter of authorization issued by the legal person of company (in the case of an agent, the letter of authorization issued by the manufacturer);

⑤质量保证体系及其质量认证证明；

(5) Quality assurance system and quality certification proof;

⑥业绩及目前正在执行合同情况，并附合同书及使用单位联系电话；

(6) Introductions of the performances and contracts still under performance (a copy of the contract shall be attached and the contact telephone of the related parts shall be indicated);

评标标准和评标方法：综合评估法

Bid Evaluation Criteria and Method: Comprehensive bid evaluation

    本次招标采用综合评估法。评委根据投报产品的性能、质量、价格、付款方式、交货期、投标人同类设备（货物）业绩、售后服务、资信情况等进行综合评述，能够最大限度地满足招标文件要求的投标为最佳标。由全体评委对所有投标人进行综合推荐，推荐综合实力最强的投标人为中标（候选）人。

The comprehensive bid evaluation method will be employed. The bid evaluation committee will make a comprehensive evaluation in terms of the performance, quality, price, payment mode, delivery period, performance of the bidder in similar projects, after-sales services, credit, etc. The bid which best meets the requirements of the tender document will be deemed the best. All members of the committee will make a comprehensive recommendation about the winning bidder and the bidder who has the most powerful comprehensive strength will be the winning bidder.

交货方式：根据合同按计划交货至买方指定地点。

Delivery Mode: The equipment shall be delivered to the place designated by the Buyer according to requirements of the contract.

交货地点：招标人项目地点。

Delivery Place: The project site of the Tenderee.

质量保证期：总试运验收完毕之日起，质保期为一年。

Quality Assurance Period: One year starting from the date of acceptance after completion of total commissioning.

质量要求必须满足招标文件“技术规范”的要求（若达不到招标文件技术要求，请注明如何处罚）。

The quality requirements of “Technical Specifications” given in the tender document shall be met (method of imposing penalty shall be indicated if the technical requirements are not met).

特别说明：1、投标人如果存在：投标前或招标过程中利用各种关系（包括政府领导、公司高层）对招标委员会打招呼等影响招标结果的活动，一经发现，马上取消招标资格，并且三年内不再邀请其参加投标。

Notes: 1. Any bidder who tries to affect the bid evaluation results by making use of any relationship (incl. with any governmental leader or the top management of the company) will be disqualified immediately and will no longer be invited for the next three years.

2、中标后供方不得因为供货、结算等事项对需方工作人员请客、送礼或给予回扣、佣金、有价证券、实物或其它形式的好处，否则需方有权解除合同，且按照供货额30%扣除供方货款。

2. After winning the bid, the supplier shall not entertain or offer gift, rebate, commission, valuable securities, physical materials or any other thing to the personnel of the buyer. Otherwise, the buyer has the right to terminate the contract and may deduct an amount which is 30% of the goods payment.
