2.5.1
一般规定 General regulations
2.5.1.1
城市停车场的设置应同时满足机动车公共停车场与机动车配建停车场的建设指标要求。
2.5.1.1
The establishment of urban parking lot should simultaneously satisfy the
construction index requirement of public parking lot and complementary
parking lot of motor vehicles.
2.5.1.2
城市停车场的规划应在城市综合交通系统规划指导下进行,并符合国家有关法规和规范要求。
2.5.1.2
The planning of the urban parking lot should be carried out under the
guidance of the urban comprehensive transportation system and should conform
to the related national laws, regulations and requirements.
2.5.1.3
城市停车场的设置应遵循节约用地、积极采用新技术、新材料的原则,并符合城市环境和车辆出入口不妨碍道路畅通的要求。
2.5.1.3
The establishment of the urban parking lot should follow the principle of
saving land, positively adopting new technique and new materials, also
should comply with urban environment requirement and ensure that the entry &
exit of the vehicles do not hinder the smooth road.
2.5.1.4
城市停车场的面积应按当量小汽车停车位数计算:地面停车场每车位宜按25-30平方米计算;停车楼和地下停车库的建筑面
积,每车位按30-35平方米计算。
2.5.1.4
Area of the urban parking lot should be calculated according to the parking
spaces of cars: 25-30 square meters is suitable for each parking space on
the ground; 30-35 square meters is suitable for each parking space in the
parking building and underground garage.
2.5.2
机动车公共停车场的设置 Setting of public parking lot
for motor vehicle
2.5.2.1
机动车公共停车场分为路外公共停车场(库)和路内公共停车场两形式。其控制比例为:路外公共停车场泊位按总停车需求 的80%-90%控制;路内公共停车场泊位按总停车需求的10%--20%
控制。
2.5.2.1
There are two forms of the public parking lot for motor vehicle: parking lot
(garage) outside the roads and public parking lot within roads. Its control
proportion is as follows: the berths in the public parking lot outside the
roads shall be controlled within 80%-90% of the general parking demand; and
the berths in the public parking lot within roads should be controlled
within 10%-20% of the general parking demand.
2.5.2.2
路外公共停车场应采用地面、地上和地下相结合的停车场(库)或停车楼。路内公共停车场应设置在交通量不大的城市支路上,
城市主次干道一般不得设置路内公共停车场,在有辅道时可适当设置。

The public parking lot outside the roads should be combined by the parking
lot (garage) or parking building on the ground and under the ground. The
public parking lot within roads should be set up in the urban branches with
relatively small volume of traffic. Generally speaking, the public parking
lot within roads can not be set up on the main and secondary roads of the
city but can be set up on the auxiliary lane properly.

城市市级行政办公、金融、商业商务、文化娱乐等中心区,必须设置独立的机动车公共停车场,不同市级中心区相临或相近

In the municipal offices, financial, commercial and cultural entertainment
areas, the public parking lot for motor vehicle must be set up independently
but can be integrated if the different municipal central areas are near or
close to each other. The capacity of 300 parking spaces is suitable for a
parking lot but the specific scale shall follow the transportation plan.
2.5.2.4
城市区级商业中心区,必须设置独立的机动车公共停车场,规模以200个停车位为宜。

In the urban district commercial central area, it is a must to set up
independent public parking lot for motor vehicle with the scale of 200
parking spaces.
2.5.2.5
滨海风景游览区,应沿交通游览线路 每隔500米左右设置一处小型机动车公共停车场,规模一般为25个停车位,最小不应少于10个停车位。在主要旅游景点应设置大型旅游车泊位,一般不小于总泊位的15%。

In the seaside scenery tourism area, small motor vehicle public parking lot
should be set up every other 500m
along the transportation tour routine with the general capacity of 25
parking spaces, but at least 10. In the main scenic sites, large-scale
truism parking spaces should be set up with spaces not less than 15% of the
total parking spaces generally.
2.5.3
机动车配建停车场的设置 Setting of complementary parking
lot for motor vehicle
2.5.3.1
居住区、商业购物中心、文化娱乐中心
、宾馆、公园、办公楼、影剧院等公共设施,必须建设与之相配套的机动车停车场(库)及供本单位职工的自用停车场,配建停车场(库)的停车标准应符合表2.5-1的规定。
2.5.3.1
In the residential areas, commercial shopping centers, recreation centers,
hotels, parks, office buildings, theaters and other public utilities, it is
a must to construct the vehicle parking lot (garage) to match with the
utilities and the parking lot to be used only for the company’s staffs. The
parking standard of the complementary parking lot (garage) for motor vehicle
should conform to the regulations in Table 2.5-1.

2.5.3.2
居住区内配建停车场(库)一般应遵循以下原则:
2.5.3.2
The complementary parking lot (garage) constructed in the residential area
should be generally subject to the following principles:
1、低层高档住宅区、别墅区,应结合住宅建筑单体配建停车库。
1. In the lower-layer high-grade
residential area and the villa area, the parking lot should be constructed
combining with the single residential building.
2、多层住宅区,应在小区交通出入口附近配建集中的机动车停车场(库),住宅和停车场(库)之间要用绿化防护带隔离,隔离带宽度不应小于10米。
2. In the multi-layer residential
area, a concentrated vehicle parking lot (garage) should be constructed
nearby the entry and exit of the traffic in the area. The residence and
parking lot (garage) should be isolated by the afforesting protection belt
with the width of less than 10 meters.
3、高层住宅区,应结合建筑单体配建地下停车库,地下停车位数不得少于总数的70%,住宅窗户距车库出入口的距离应不小于15米。
3. In the high-layer residential
area, the underground parking lot should be set up combining with the single
buildings. The spaces in the underground parking lot should be less than 70%
of the total number. The distance between the windows of the residence and
the entry & exit of the garage should be not less than 15 meters.
2.5.3.3
各类公共建筑, 应采用地面和地下相结合的方式配建停车场(库),地面停车位应控制在总停车位的50-70%。地面停车场地宜结合绿化方式设置,如嵌草铺装等。
2.5.3.3
For each kind of public buildings, the ground and underground parking lot
(garage) should be combined to be set up. The spaces of the ground parking
lot should be controlled within 50-70% of the total parking spaces and the
underground parking lot should be set up by combining with the afforesting,
such as pavement by inlaying grasses.
2.5.3.4
配建地下停车库在住宅和公共建筑
下面时,应设置隔音、隔气、和防火防爆楼板,在公共绿地、宅旁绿地、小区广场和道路下面时,应满足绿化种植和地下管线敷设的覆土深度(覆土深度不得少于1.5米)要求。
2.5.3.4
When the underground complementary parking lot is constructed below the
residence and public building, it should adopt the floors which can insulate
sound, gas and be fireproofing. When it is constructed below the public
greenbelt, greenbelt beside the residence, community square and roads, it
should meet the planting requirement and the depth of the underground laid
pipeline (the laid depth should be not less than 1.5 meters).
2.5.3.5
配建停车场(库)的建设应和住宅及公共建筑主体工程同时设计、同时施工、同时交付使用,其工程费用和用地计入所属单 位工程之内。
2.5.3.5 The complementary parking
lot (garage) should be designed, constructed, handed over for use with the
residence and public buildings together, The project expense and land will
be charged into the company’s project.
2.5.3.6
配建停车场(库)不得改变使用性质,不得挪为它用。
2.5.3.6 The nature of the
complementary parking lot (garage) can not be changed and the parking lot
can not be used for other purposes.
2.5.3.7
配建 停车场(库)要有完善的标识系统,便于导行。城市主要的交通枢纽处应在显明处应设置电子泊位显示装置。
2.5.3.7 The
complementary parking lot (garage) should have consummate symbol system to
guide the traffic. In addition, the electronic berth displayer should be set
up at the obvious place of the main traffic hinges of the city.
